Exactly, why not? I can't find anything in the Code that says 'Thou shalt
not make a connection between the grounding system of two seperate services
located on two seperate buildings."
 
But re your example in this case the PV for both building will be located on
only one of the two.

If each is separately derived, grounded and properly installed, Why not?

 

Imagine a parking structure centrally located and 2 PV systems installed on
the roof for 2 separate buildings with independent utility meters.
