[RE-wrenches] Fire Access lane for ground mount

A local FD in NJ is asking we build a road- a fire access lane (big enough for fire truck) that will connect the main road to the north edge of a proposed 800 kW ground mount.
The north edge of the ground mount is a good 500' of grass from the road, so this would be no cheap and easy task.

Has anyone come across a Fire Dept asking for such access?
Couldn't find anything in old threads nor solar pro.
