[RE-wrenches] Massachusetts License requirements

Hi Wrenchers,
I'm quoting the irecusa.org website on solar licensing information; in
Massachusetts "All aspects of a PV installation are considered electrical
work and must be done by a licensed electrician." Have any of you in the
area noted any exceptions to this rule? Is racking or module mounting by
non-licensed pv installers allowed in any or some cases, for example?  Is
one license on site sufficient?  Does any PV specific certification, such as
NABCEP or a manufacturer cert or a SEIA cert, get you anywhere on an
install?  Does size or scale of the PV project play a part?  Do the local
AHJs all have different feelings about the level of enforcement?
