[RE-wrenches] Code "Authorities"

Dick, colleagues:

I was at a seminar in which John Wiles lectured building officials and 
installing contractors.  At one point I asked about 690.31(E) (2005).  Mr. 
Wiles glibly commented that the restriction of that section to 
utility-interactive systems was a "typo" in the 2005 edition.  There were 
many officials present that inspect and plan-check my work.  Based on Mr. 
Wiles remark, several inspectors have been trying to apply 690.31(E) to 
off-grid systems.  This has cost me time, money and aggravation.

Mr. Wiles apparently does not know the responsibility he has when he makes 
off-hand remarks.  His opinion that a given passage in the code is not 
correct does not negate what is in black and white.  With all due respect, 
I wish he would be a bit more temperate in his remarks.

PS:  Mr. Wiles showed slides of his home installation.  It may be a code 
complaint installation, but there is nothing pretty about the 
workmanship.  I think a thorough familiarity with the code does not alone 
comprise a complete education on PV installation.
