[RE-wrenches] Trading federal tax credits?

Good luck finding someone who is tax credit hungry. On a positive note, the 
Solar Energy Industries Association (SEIA) and others are lobbying the new 
adminstration and congress to make the Investment Tax Credit (ITC) 
refundable.
