SunLink makes up to a 20 degree tilt version of their product. I believe they leave something to be desired in supporting their customers with solid permitting documentation though.

systems for tilted arrays of 15 degrees or greater? The Pro-solar solar wedge is
about the tallest stationary mount I've seen. In this application, lag bolts are
OK.
