[RE-wrenches] Tracker effectiveness

I've used NREL's data (PVWatts) to compare trackers vs. fixed. Here  
in Taos, its worth the money for the summer, but not cost effective  
for the winter. I only recommend them now for water pumping (summer  
max load) and grid tie.
I have no reason  not to trust the NREL data. Its correlated with our  
experience over the years nicely.
