If their minimum load is not at least 110% of the inverter nameplate rating, you will have difficulty. Even if that minimum demand is happening outside of the system's max output, you may end up talking to a brick wall.

I'm in the process of applying for interconnectin on a 21kw system for a 
new building with a 1200A, 3phase 208 service.  Because New York doesn't 
require net metering on systems over 10kw, Con Edison is requiring a 
reverse power device (Con Ed Device 32R) that'll shut down the system if 
it ever starts to backfeed their grid.  I've already tried asking them 
to install a non-bidirectional meter with no luck.  I am in the process 
of getting the energy demand calculations to show that the peak system 
output will never match the loads of the building, but I don't know if 
that'll work given Con Ed's stubbornness on other systems we've 
installed.

Has anybody had any experience with this?  If so, have you managed to 
get them to drop this requirement?
