[RE-wrenches] system commissioning time frames

Kirpal et al,

I'm wondering how the tax code will allow a 2008-installed but 2009- 
commissioned system to be expensed as a 2009 expense, for tax credit  
purposes, if the payments were made by the system owner in 2008?
