Just had this conversation.   In California's stepped CSI program for buydowns at AC kw expected system performance, just as before with the CEC's descending rebate per AC kw system sizing, we still get to say, "there is no better time than now." 
 
However, in the conversation and doing some calcs for a potential residential customer, wealthier homeowner would benefit by about $8000 of income tax credit on his 2009 tax return (that's above the $2000 capped amount if completed before EOY and after buydown) by waiting for completion and online after December 31st, 2008.
 
This is a very interesting story for residential customers.  I think the industry was more excited about the commercial side of things for projects with much longer timelines, and we have forgotten about this "positive impact" on 4Q 2008 residential work.   Hmmmm.
 
But please don't forget Calif. Wrench contingent, we have Arnold!   I hope everyone is aware of what has been signed into law over past week and a half also.
 
Here's a round-up from one of my favorite green ezine editors, I have not had time to dig further:
A couple of days ago, Governor Arnold Schwarzenegger signed the following bills:

*	
AB 1451 - which builds on the state's solar power usage by continuing a property tax exclusion for projects that utilize solar energy and expanding the exclusion to builders-installed solar energy systems in new homes.

*	
AB 2267 - which requires the California Public Utilities Commission to grant incentives to eligible California-based clean technology manufacturers. The bill also requires the Energy Commission to give priority to California-based companies when granting awards, thereby helping to attract more clean-tech companies to the state.

*	
AB 2466 - which will increase energy efficiency by authorizing local governments to receive a utility bill credit for surplus renewable electricity generated at one site against the electricity consumption at other sites. 

The governor also signed...

*	
AB 1754 - which authorizes the California Alternative Energy and Advanced Transportation Financing Authority to enter into power purchase agreements with public and private entities for the purchase and sale of alternative sources of energy.

*	
AB 2863 - which allows for purchase agreements in residential solar power generation and designates companies that sell solar electricity generated at the location where it is used as independent solar energy producers.

*	
AB 2768 - which maximizes the incentive for ratepayers to install solar energy systems. The bill also gives solar energy customers the option to use time-variant pricing tariffs through the authority of the California Public Utilities Commission.

*	
AB 2180 - which requires homeowners associations to respond to a request from a member to install a solar energy system within 60 days. If no action is taken within that time line, the request will automatically go into effect. 

*	
AB 2804 - which requires the California Public Utilities Commission to grant extensions on the time frame after a school district or community college has applied for a rebate under the California Solar Initiative.

Hi Folks, 

What are people saying (or not saying) to signed or potential residential customers who could benefit from waiting until January to get the un-capped 30% tax credit? Could we see all our jobs for the next three months on hold? (I'm assuming the cap ends Jan. 1)
