Do we need to distinguish between NEV's (25 mph max, golf cart type), plug
in hybrids, and fully electric EV's?

"Does anyone know a source of information on estimating the number of kWhs
needed for a daily 10 mi one-way commute?"

A rule of thumb is between 0.3 and 0.5 kWh required per mile driven. For
example, driving 400 miles per month in your example would require about 160
kWh per month.
