PV and Fences [RE-wrenches]

It is proposed that 690.31 include adding fences or barriers around a PV 
array or installing wire mesh or other barrier to the mounting racks of the 
modules to make the circuits not readily accessible. The reason for this 
proposal is that the great majority of modules produced today are 
constructed with pigtails and quick-connects and not conduit-ready junction 
boxes. Rather than building more fences, doesn't it make sense to buy from 
manufacturers who make modules with j-boxes or change the Code to allow 
double-insulated pigtails without conduit as is done in Europe?
