Repeated without comment from the Photon International February 2008 solar 
module survey: "Nearly all module producers take the liberty of shipping 
their products with power levels that are less than outlined in the 
specifications. Only 5.4% of the modules in our survey are offered with 
positive tolerances...Although there is no technical reason for delivering 
modules with less power than indicated for nominal power in the 
specifications, manufacturers always reserve the right to do so...Scarce 
supply and high prices...In any event, many customers won't have much of a 
selection from which to choose this year...in reality, the question of 
finding the right module remains for the time being one primarily of 
availability and price."
