Another "Pie-In-The-Sky" wind turbine? [RE-wrenches]

Wrenches,

Does anyone have information or experience with the Wind Electric 
Company in Oceanside, CA? http://www.windelectriccompany.com/index.html

I had quoted a Skystream system to a customer. They contacted me 
yesterday and said they went to see this turbine that claims to start at 
1.3MPH and produce energy at 3MPH. Oh yeah, they can do all this at  
only 20 feet AGL! 

Like so many other makers off magic energy machines, there is very 
little information. I am always a skeptic of outrageous claims and have 
expressed my standard warning to my customer, "buyer beware". 

If you have any info about this that might save my customer from from a 
major burn, please contact me.
