NEC 2008 690.31 (A):

"Where photovoltaic source and output circuits operating at maximum system
voltages greater than 30
volts are installed in readily accessible locations, circuit conductors
shall be installed in a raceway."


Bottom line, once your AJH gets ahold of this Article, you are going to need
one of the following for your un-fenced ground/pole mount/accessible roof
arrays:

1) A fence around the array so it is no longer readily accessible
2) Other equipment similar to a wire trough to serve as a raceway which does
not require J-Box module
3) J-Box modules with flex conduit

I wonder if grates, guards, or covers really conform to the Code since the
"circuits" themselves will still be "installed in a readily accessible
location", and as such SHALL be "installed in a raceway".
