The CEC no longer manages  the rebate program which is now called the 
California Solar Initiative  (CSI). The CSI is administered by the 
investor-owned electric utilities:  PG&E, SCE, and the California Center for 
Sustainable Energy (CCSE) in  SDG&E territory. Starting tomorrow all 
California publicly-owned  electric utilities (municipal utilities, aka 
"munies" and others) must  also offer PV incentives. See
