This question is intriguing... maybe I'm misunderstanding it. Plugging in a chord from one outlet to another will create a short regardless of which meter it is connected to assuming both outlets are connected to the grid. Smokey the Bear would be upset if proper overcurrent protection wasn't installed. If one outlet is independent from the grid then you have another story. Maybe I'm wrong. -August
