That came up on the list about 3 years ago I believe. As I recall,  
the FAA has various regulations depending on the size of the runway.  
Basically there is an inverted cone surrounding the runway of Height  
restrictions. Further away, the less the height restriction. It was  
pretty limiting as I recall. The reflection issue has come up, but  
there were no direct regs that I found on it. The PV modules are  
basically much less reflective than regular glass, and are pointed at  
due south and fairly flat ( I assume) so that the reflection issue  
would be less of an issue than reflection off of water; which in  
Hawaii (I'm guessing) is probably around most runways.
On Trackers, it would be optimal, as it would always be reflecting  
back straight at the sun, not at any weird angles.
We looked into doing a system in the flight path, but we moved the  
project later because the property was too expensive. DFW airport in  
particular had a concentrating system near the control tower for many  
years. It has been done.
