evacuated tubes vs. flate plates [RE-wrenches]

Hugh,
Thanks so much for that iltelligent observation.  Why are the Chinese so 
into evacuated tubes?  Is that low incidence gain of significant value?
The only other theory I can come up with.is that evacuated tubes use less 
copper (expensive) but more labor (cheap).
