Yikes, more bureaucratic stuff. Is this proposed, or implemented?

If you look below at "Definitions" you will see that "connectors" refers to
"Devices used to hold the panels to the framework or brackets" and refers (I
assume) to the mention in Note 1 requiring approved quick release type.
