AC Connection at Fused Disconnect [RE-wrenches]

I am planning to go apply for a permit from the City of Berkeley and expect
to get denied.

The job is this:

The house has a combination meter base with two main breakers only. There is
plenty of room to install a tap on one of the feeders before it leaves the
enclosure.

I want to install a branch circuit for the PV by mounting a fused disconnect
next to the meter base (<10 ft), tap one of the feeders and running the
circuit wire to the top of the fused disconnect.

The AC of the single UL1741 inverter will be connected to the bottom of the
fused disconnect.

I believe that such a method is clearly allowed by the Code.

Is anyone aware of any reasonable interpretation of any Article of the Code
that would support the AHJ's determination that the method is not allowed?
