Hi Wrenches,

Thanks for the truly useful information.

William, the utility certainly should monitor the problem.  They 
claimed that they had a recording meter on line for a short time, but 
no one saw it.  The utility is not cooperative, and is a subsidiary 
of the utility that shut down the power to the Eastern US.  We may 
contact the PUC like Jeff recommends. Calibrated Flukes, we have.

Larry, the Fluke 125 Scopementer looks like a great tool.  It has a 
lot more functions than we need for this application, but certainly 
would be nice to have.  Maybe this is a good excuse to get one.

Blake, it sounds like you have a difficult problem to isolate with 
such rapidly peaking surges.  It seems unfair that you should have to 
pay so much to sort out the utilities's problem.  If it turns out 
that we have a similar problem to yours, and can't pin point it with 
cheaper equipment, maybe we could rent the expensive meter from you 
to help defray your $6000.00 investment.  Yikes!

Geoff, your link for the inexpensive meters is likely to be our first 
approach.  I sure appreciate that lead.  We are easily in spec for 
the voltage drop.
