Voltage Sensitive Load [RE-wrenches]

Installing LED lighting system. Voltage parameters are 21.6v to 26.4v. 
Using Tristar controller with modified set points (via software)to hold 
bulk at high end, LVD at low end. Questions: 1)Any thoughts as to 
charging gel batteries at this lower bulk voltage? 2) Any other way to 
stay inside voltage parameters?
