balancing a 3-phase panel? [RE-wrenches]

A question came up of back feeding a 208 output into a 3 phase panel -
"isn't that out of balance"?  I replied with my wrote logical response
pointing out that the 60 amp output into the 400 plus amp service is
negligible, and happen all the time as loads are intermittent.  Often we can
spread the inverter output among all 3 legs - it just worked out better this
time to keep it 2 wire until the point of interconnection. 

My question: at what point is "unbalanced backfeeding" an issue?  Is there a
ratio of PV output to service size?  Is this addressed in the code or just
engineering practice?
