AC disconnect in GT Systems [RE-wrenches]

Wrenches,
I am representing both our business and New Mexico PV installers (through
our state's RE trade association) at workshops set up by our state's Public
Regulatory Commission to update and revise technical interconnection
standards for net metering. I had submitted preliminary comments on several
issues related to easing the interconnection process, and I expect these
issues to be addressed at the next workshop on Monday.

In this post I am asking for help related to the "lockable visible-break
customer generation disconnect" required by most, but not all, utilities.
>From previous posts I have saved, submitted between last August and last
month, I have determined that the following utilities don't require the
disconnect:

    So. Cal. Edison does not (per William Miller and Joel Davidson).
    PG&E recently discontinued the requirement (per Mark Frye).
    PEPCO in the Washington DC area does not (per Andrew Truitt).
    The state of Maine does not (per Daryl DeJoy).
    The City of Berkeley does not (per Mark Frye).
    SMUD in Sacramento recently discontinued the requirement (also per
Joel).

What I am looking for is information to support my argument that it's not
necessary. Joel included the text of a 2/21/07 press release from SMUD about
the change; that's excellent material that I will certainly use.

Can anyone please send me, on- or off-list:
PG&E's equivalent press release or other public or technical information
about their decision to discontinue the requirement?
The text of policies from other utilities that don't require it, to serve as
alternate wording if the requirement is discontinued?
Names and contact numbers of individuals at these utilities who were
involved in discontinuing the requirement?
Any other information that will help with this effort?

One more question: Is anyone aware of a utility requirement for a separate
transfer switch to serve the function now served by the inverter bypass
switch built into all GT systems with battery backup capability? Our main
utility disallows the IBS (long story) and I would like to know of any
similar requirements at other utilities (with contact names if possible).

Thank you for any help you can give. I will follow up on this tomorrow if I
get any good contacts in response to this request.
