Locking Connectors [RE-wrenches]

I hear tell that some day, perhaps as soon as Jan 2008, PV connectors will
be required to be of the locking type (as opposed to the current industry
standard of latching as allowed by 690.33 (C)).

Does anyone know where this is coming from?

Is it slated for the 2008 NEC? Or is it coming from some other standard
maker like IEEE or UL?
