Public build/School incentives [RE-wrenches]

Happy Holidaze, everyone,
   Myself and another NABCEP certified wrench in Maine have been asked to
help the state develop standards and incentives for energy efficiency
for public buildings and schools. Specifically, we are looking for
models (similar to LEEDS type standards) for Maine that have been tried
in other states to encourage or mandate efficiency in these buildings.
   Would those wrenches who know of any standards their state uses for
public buildings please let me know about them, either on the wrench
list (is this alright?) or off-list at info at penobscotsolar.com
   I appreciate your time and efforts in advance!
