Bob-O is correct - for example, this is one of the BARE minimum requirements to even sit for the test:

"there is a prerequisite for at least one year of actual installation experience in all seven categories"

So his chances of getting certified or licensed are just about zero. And would YOU sign off on a legal document that might make you liable for this guy?

  As you know, to become NABCEP certified you have to have legally  
  installed at least two and up to eight systems. A DIY homeowner is  
  unlikely to qualify to sit for the test, let alone pass it......
