David,

The term, NEC Approved is a bit of a misstatement. What I believe you mean
is "will this pass the requirements for bonding of non-current-carrying
metal parts." I believe the answer is "yes." This hardware is listed to
UL467 for bonding PV module frames and rails. If installed according to the
manufacturer's directions, any jurisdiction should have no problem with this
method. It certainly appears to be less work and is likely to look better.
It will be good to hear some testimonials once several installations have
gone in.  

Given the lack of interest that PV module manufacturers have paid to the
issue of bonding modules, products like these (this is the only one
currently) need to be considered by any installing PV contractor.
