You may need to use the lowest night time temperature value. I'm not sure
you could quantify how much the temperature might increase from dawn to the
point when your panels receive light. In a recent Fromius training session
I was shown a chart of PV voltage and there is a spike in the voltage
during the early morning hours when the inverter is receiving voltage but
has not started power point tracking.
Also, there is no better way to prevail in a discussion on this point with
the AHJ than using the lowest night time temp.
