Use of NABCEP Certification [RE-wrenches]

Hello all,
I have for the second time now met local people who have installed
their own system and had it signed off for by not only an electrician
but a separate, certified NABCEP installer. Supposedly, this NABCEP
certified installer is acting as a "gun for hire", signing off on
systems for a fee, even though he is not involved in the actual
installation. In the state of Maine the rebate/incentive program is
only available to persons having their systems installed by a licensed
electrician AND a NABCEP certified installer.
Has any one else had dealings with this type of situation? It is
certainly no incentive for people to use experienced, licensed,
certified installers if they can just hire them to sign off on their
system.
