Jay,
You can do 2 things with them. Rebuild them, this is mixing new electrolyte
and trying to find a place to recycle the old mixture. This stuff is really
toxic.  Try to find someone to recycle the entire pack, or find someone who
wants the pack and is willing to remix the electrolyte and deal with the
disposal of the old electrolyte.
There is nothing more toxic than the mixture in these cells, the cad is bad
stuff.
If all else fails call the State DEC and ask them for leads as to where to
look to get them recycled. It will probably not be cheap.

I've got a good friend who has a bunch of old big wet industrial Nicads that
used to run his house and are now pretty much dead.

How/where do you recycle these?
