Standardized Permit Fees for PV [RE-wrenches]

I wanted to know how others have addressed the permit fee issue.  Since
most state codes do not have standardized permit fees for solar PV
installations how to address the issue?  I have had instances of one
town charging 50$ for a permit, another 1500$ and a third not requiring
a permit all together only a final electrical inspection.  I have found
the following articles.  New Jersey Administrative Code:   5:23-4.20
subsection 2 in which installation of a non depleting energy
cogeneration system on residence, <actual wording> the standard permit
fee is $274.00 and commercial installations where there is multiple
thermostats the fee is $1,369.  In New York I found N.Y.A.C Section 6
chapter 108.1; which is a waiver application for permit and inspection
fees that any construction company is eligible to receive should they
receive government funding on the project.  However this waiver would
need approval by the mayor which means unless the installation is
planned out 5 years ahead I doubt anyone will file.  I am curious if
anyone has tips on addressing the issue.
