Hi Bill,
I am advising my off grid business customers that the credit is good.
They live in the US, pay taxes and purchase less oil and pollute the air 
less when they install solar PV and hot water.
I can't imagine why they would not get the credit.
The SEIA tax credit info at  http://www.seia.org/getpdf.php?iid=21   
doesn't make a distinction between grid tie and off grid.
I have posed the question to my tax atty, and will post his reply.
