Allan,

With all due respect to your architect friend, it looks like he is
leveraging the solar access law only to stop development, not produce
energy. Since Dave Katz still has some of those OK4U inverters, just choke
two modules through a single 70 watt inverter and tell him to call you in
the morning. 

Seriously, the Pacfic Solar folks have a 250-watt UL-listed inverter that
would probably do just fine. I have one if you can't find one. These other
larger inverters don't make any sense because this guy is really not serious
about making power--this architect does not warm my already cold view of
those types.
