Hiya Mo,
The Energy Trust of Oregon (ETO) distributes the public benefits
funds. They have a number of inspectors across the state who are
experienced and trained in PV. In addition to rechecking the Code
aspects of the installation (and catching stuff that the county
inspector misses), they do insolation, irradiation, temperature,
voltage and current output checks. Taking all that into
consideration, the array has to be putting out reasonable wattage
before they sign off on it. They also check to see that the home or
business owner has received all the manuals, sun chart, schematic,
and other ETO required documentation from the contractor.
As a contractor, it's a lot of extra work and a big pain in the ass.
However, when I put my consumer protection advocate hat on, it's a
very good thing. The ETO inspection also helps to make sure that the
public is getting a good bang for it's buck. A damn rare thing these
days.
