To the best of my NEC knowledge, there are no restrictions on height above a
roof surface. There are requirements for supporting the conduits.
It would be recommended to keep them off the roof at least 2 inches, for
maintenance of the roof, and also to mitigate the radiating heating effect.

Wrenches,
Some installers mount conduit on 4x4 blocks. Some use 2x4 blocks. Some use
store-bought conduit supports. Does the NEC specify how high of the roof
conduit has to be?
