Rate? As in how fast can you discharge it? 
Or Capacity, as in how many milli-amp hours will it deliver? 

The capacity is printed right on every rechargeable battery, and that's all
I tested. If I drew a known number of milli-amps, how many hours till the
voltage dropped under 1.0v.

The rate usually isn't listed, although some rechargeables list a maximum
charging rate. It's a pretty safe bet that you shouldn't take it out much
faster than you can put it in. The rate varies with size, but if memory
serves me, most AA size cells don't appreciate more than 500-600 mA.
