GFCI outlet problems [RE-wrenches]

 I have a freind who just installed a used SW4024 in a
newly built home and cannot reset some of the GFCI
outlets after they have been tested. They are 20 amp
Levitons. Some of the same outlets in the house work
OK.

 Anyone else have these problems?

 Suggestions?
