Try a web search on "undervoltage relay". I have not used it, but
functionally you're looking for something like the  "Wilmar Protective
relay WUV Series, Over/Undervoltage". Wilmar is owned by Tyco. (WUV-24DC
for 24VDC) These are not available with time delay. Price for this unit
is $145, without shopping.

I've got to think you've got a similar unit available on your side of
the pond.

These seem to be a high quality unit. Need to watch for voltage setpoint
sensitivity and accuracy. I've also had an adjustable relay in a
situation where over time vibration from a generator caused it to lose
it's setpoint.

I wonder if anyone can suggest a solution to this old one.  I have 
made electronic circuits to do this in the past, but I find myself 
too busy to keep it up.  I think a set of clean contacts (2 wire 
start) will do to run the lister.
