I can see where this might apply with a lug that has a setscrew directly contacting the wire (as we often see on busbars) but many breakers have a kind of offset ring that encircles the wire from underneath, squeezing it upward against the terminal itself rather than the screw point.  My experience with these has been much better than with the former type.
