Jay,

Only after the up-front money runs out. There is a $10M pilot, but
guidelines have to be written. We need to fix what we have in the mean time
since it is likely to be around for a while longer. The CEC has been
excellent at getting additonal money (they really should be congratulated
for that). If it weren't for that, we would have run out of funds last
month.
