In So Cal, the summer on-peak rates with Southern California Edison
are $0.42 and $0.52/kWh for TOU-D1 and TOU-D2, 10 AM to 6 PM,
Monday-Friday. That's a HUGE  premium over the ~$0.11-$0.16/kWh
off-peak prices. But I think the SCE TOU rate structure may be the most
advantageous (for PV) in the country.

I'm not sure that I agree... unless the customer uses trivial energy during
the off peak (mostly non-solar) periods, TOU usually seems to yield a
significant benefit (in our area).

Definitely! That's one area where I would advise strong caution.
