Thanks for all the very helpful feedback.  I'm summarizing the input and sharing it with our State Electrical Inspector.  Included is an offer to get together a key group in Oregon for a friendly round table discussion, I'm bringing the donuts, might even sneak across the border into CA for Crispy Kreme's and smuggle them back to Oregon!  In additon, I'm asking him to Bring John Wiles up for a formal inspector training.
