puzzling performance [RE-wrenches]

It sounds like the're talking about six systems that LADWP designed / 
procured themselves.  

So let's see - this utility takes half the money allotted for solar 
project (which is actually paid by their customers) and spends on their 
own systems - which then cost twice as much as they should and don't 
work very well (or they simply over-estimated the actual output they 
would get) - and it is somehow our fault?  

Funny how at times you think your on the same team and then you figure 
out its not really true...
