Assuming that you want to pay a production incentive for both power 
sold back AND that consumed in the home, it's a bit of a nightmare.
For the grid-tie, a detented analog or two register digital KW/H 
meter on the input/sell back wire(s) will eliminate recording of 
power bought from the grid and a second analog or single register 
meter on the inverter output to the loads read in conjunction with 
your "regular" utility meter should do it, ASSUMING that the whole 
house is sourced from the inverters. That is mostly not the case, as 
you know.
For offgrid, I haven't got a clue. About the only way I can think of 
to do both would be by recording DC KW/H from the array and taking 
your best shot at guesstimating efficiency. 75% would be a good 
starting point, I think, given that array losses should be already 
accounted for.
It's a booger anyway you look at it and "familiar to existing utility 
structures" is pretty much out the window.
