Bob,
Unfortunately it is not, I'm not aware of a single Caribbean nation that allows it. For the most part this is due to government owned utilities that also control legislation (what a deal! But not completely unlike the good 'ol US of A). I've tried to work with a couple utilities down there on "special demo projects" but only to be humored long enough to waste my time and get nowhere.
