Hi gang. Mick Sagrillo is not on this list, and does not have time to be,
but he did ask me to post this message on his behalf.

There is currently no certified verifiable testing required for US turbine
manufacturers.  No money to do so by any independent agency.  However, the
small turbine industry (at least, most of them) understand the need for such
certification.  As such, an AWEA committee has been set up and exists for
writing the standards that a small turbine must meet both nationally and
internationally.  Europe already has such standards.  So as not to duplicate
standards or reinvent the wheel, the AWEA committee is heavily considering
the European standards.  All of the US small turbine manufacturers are
involved, as are folks involved in testing and small turbines at NREL, UL,
several folks who have NREL grants to develop new turbines, and a handful of
gadflies/critics, including Paul Gipe, Mike Klemen, and myself just to make
sure that everything is honest.  It's a huge committee of small wind
interests, about twenty or so in total, w/ another bunch of interested
attendees.

We originally met in April, w/ a very aggressive timeline to complete the
standards, and move them on to adoption.  Hopefully, w/in the year.

Testing will be the onus of the manufacturer.  HOWEVER, there is a protocol
to follow, all results must be disclosed, and anyone should be able to
duplicate the test procedures and results (and believe me, we will).  The
idea is that consumers have a standard that turbines are tested to, and can
be verified at that test, similar to the 1000w/m^2 for PV, or whatever they
do for solar water panels.  As opposed to seemingly random standards.
Hopefully, the first "tested to a standard" turbines will be available in
about a year.
