Back in the old days the Nabcep juggernaut had convinced key members of the 
CEC to make certification a REQUIREMENT for program participation.  Although 
Les Nelson, our Executive Director at the time and a member of Nabcep's founding 
board was very gungho on the idea of certification, Calseia's board nearly 
unanimously passed a resolution to squelch the idea of mandation and sent a 
letter stating our position to the CEC.  After public meeting and in closed 
session, the commission resolved to incentivize rather than to mandate, starting 
with licensed installers Vs diyers.  I imagine that soon the program will 
distinguish between Nappy dudes, licensed contractors and diyers.  

Such is the nature of compromise.  I've got to go study now.  SohCahToa, yes, 
no, huh?
