"We are finding that customers who are already on TOU are being charged an 
additional $277 for switching to E-net.  This seems a bit excessive: if $277 is 
the charge for "meter installation and account setup", then why is $277 again 
charged?

What we have been told by PG&E when we inquired about this is that customers with existing TOU meters need to have the meter replaced because the existing meter is not calibrated in both directions.  If the meter has the "Bidirectional Meter" sticker on it, then it does not need to be replaced.
